The method comprises: a first storage device sends an arbitration request message to an arbitration server; according to the arbitration request message, registration information of the first storage device and the situation that a second storage device does not take over host services, the arbitration server sends an instruction message to the first storage device to instruct the first storage device to take over the host services and deletes the registration information of the second storage device. The first storage device sends a reservation request message to the arbitration server and instructs the arbitration server to prohibit the second storage device from registering. The method and the device can avoid the possible situation that data is out of sync because a plurality of devices take over the host services at the same time, and improve the fault tolerance, reliability and security of a dual active arbitration system.
