An experiment and a measurement device for simulating a flow field induced by rotating a drill stem and an outer cylinder simultaneously are disclosed. An experiment apparatus main body, a rotation and eccentric distance adjusting system, a PIV measurement system and a water inlet and outlet system are mainly included. The rotation and eccentric distance adjusting system and the water inlet and outlet system are arranged in the experiment apparatus main body. The PIV measurement system is arranged on an outer side of the experiment apparatus main body. In the invention, a rotation speed, a direction and an eccentric distance of the drill stem can be adjusted arbitrarily and each data of the flow field can be analyzed through a PIV technology; integral stability is good; rotation parameters of the drill stem and the outer cylinder are controlled by a servo motor respectively, and rotating speed adjustment precision is high; and flow field measurement is accurate, convenient and is simple and an expected effect is good.
