The invention provides a tractor and a lift which can simplify a mechanism for cooling a rotation detector. The tractor (10) comprises an enclosure (2) provided with a stator (7), a main shaft (3), a rotor block (4), a rope wheel (5), a rotation detector (9), a cover body (41) and a sealing plate (42). The rotation detector (9) is arranged at a collection part (31) and used for detecting the rotation of the rotor block (4) and the rope wheel (5); the rotation detector comprises a shaft part (9b) rotating together with the rotor block (4) and the rope wheel (5); the cover body (41) is fixed to the shaft part (9b) and covers an opening of a through hole (21a) of the rope wheel (5) or the rotor block (4) and an opening of a cylinder hole (3a) and rotates together with the rotor block (4) and the rope wheel (5); the sealing plate (42) is fixed to the cover body (41) and covers an opening part (41a) formed in the cover bodyto form a vent hole (42b) for air passage and fins (42a).
