The method comprises steps: an observation task sequence is uploaded to a satellite, wherein the observation task sequence comprises observation target coordinate point sequence values for observation tasks in need of scheduling planning; according to satellite body orbit parameters and the observation target coordinate point sequence values, a visual time window between the satellite and each target position is calculated; and with the visual time window between the satellite and the target position as an input parameter, task scheduling is carried out by a main satellite, the scheduling task is divided to a plurality of sub scheduling tasks, the main satellite transmits the sub scheduling task sequence to a concomitant satellite for calculation, a scheduling result is returned to the main satellite, and a general task scheduling result is formed.
