When vehicle-vehicle communication reuses uplink or downlink path frequency spectrum resources of vehicle-ground communication trains, the existing interference situation is analyzed; the suitable vehicle-ground communication trains are selected, and the vehicle-vehicle communication is made to reuse the uplink or downlink path frequency spectrum resources of the vehicle-ground communication trains; whether the vehicle-ground communication trains in the selectable range meet the reuse conditions or not is judged in sequence according to a signal-to-interference and noise ratio threshold value of a vehicle-ground communication uplink or downlink path receiving signal and a signal-to-interference and noise ratio threshold value of a vehicle-vehicle communication link path receiving signal, and a train whose vehicle-ground communication frequency spectrum resources are reused is determined; on the basis that the vehicle-vehicle communication reuses vehicle-ground communication uplink or downlink path frequency spectrum resources, the total cargo handling capacity of a system is controlled to be maximized through power. The method reduces or eliminates the interference between the vehicle-vehicle communication and vehicle-ground communication and maximizes the number or success rate built by communication connection, and therefore the total cargo handling capacity of the system is maximum.
