The battery electric state monitoring system comprises a charging-discharging control order part, an electric characteristic obtaining part and an SOC obtaining part; the charging-discharging control order part provides a current or a future battery charging and discharging control order; the electric characteristic obtaining part is used for establishing an electric state model based on an equivalent circuit of the battery, calculating parameter values of the battery during processes of charging and discharging in a certain period according to the electric state model, performing optimization on the electric state model according to an error, making the error smaller than a specified threshold value and obtaining electric characteristic performances of the battery according to the optimized electric state model; the SOC obtaining part is used for responding to the charging and discharging control order of the battery and simulating the charging and discharging of the battery according to the optimized electric state model and performing statistics on the simulated charging and discharging current to obtain an SOC value of the battery.
