The device consists of a loading / unloading information input module, a loading / unloading scheme generation module, a loading / unloading process optimization module and a scheduling scheme output module. According to the device, optimized scheduling is carried out on a container wharf loading / unloading process on the basis of an improved group intelligent optimization strategy; optimized scheduling is carried out on an aero-engine assembling process on the basis of the improved group intelligent optimization strategy; aiming at the disadvantage that a group intelligent optimization method is easy to cause local optimum, an Levy flight-based glowworm algorithm is put forward to avoid the local optimumand improve the convergence precision; and in order to accelerate the convergence speed of the algorithm, a series of work adjustment rules are put forward to generate an optimum scheduling scheme.
