The fuel injection pipe is connected with a fuel injection pump and a fuel gasifying tank. An outlet of the external low-temperature fuel reformer is connected with an engine intake duct.Initial reformed fuel and fresh air are controlled and guided into the external low-temperature fuel reformer through the fuel injection pump and the gas compressor correspondingly and have a reactionin the reformer to obtain reformed gas, and the reformed gas is guided out from the outlet of reformer and passes through the cooling temperature controllable device. The engine external reforming unit adjusts the speed of controlling the cooling temperature to drop by the cooling temperature controllable device, guides required gaseous low-temperature oxidation products with different activitiesinto the engine intake duct to be mixed with fresh air and then guides the mixed gas into an engine to achieve activity and concentration stratification cooperative controlled burning of the mixed gas.
