The rotating shaft rotatably drives a tool head,the rotating shaft includes an upper shaft part, a lower shaft part and a steering part, the upper shaft part and the lower shaft part are axially spaced a distance, and the upper shaft part is rotatably connected with the lower shaft part through the steering part; the at least three first hydraulic mechanisms are installed on the upper shaft part, the at least three second hydraulic mechanismsare installed on the lower shaft part, the second hydraulic mechanisms are suitable for driving push members to push the borehole wall to guide the tool head, and the first hydraulic mechanisms are connected with the second hydraulic mechanisms in this way so that the first hydraulic mechanisms can drive the second hydraulic mechanisms to drive the push members.
