The method comprises the step that the surface of a moving object is covered with the rolling skin which is provided with the rolling bodies in an inlaid mode on the relative movement interface of the moving object and the fluid. Compared with the prior art, the device and the method have the advantages that the relative movement surface of the moving object and the fluid is covered with a layer of the rolling skin, relative movement of the fluid drives balls or rollers on the surface of the skin to rotate, therefore, the relative movement speed between the fluid and the object surface is decreased, and the viscous resistance of the fluid is decreased.
