The present invention discloses a service point access scheduling method and device. The method includes the following steps that: a scheduling request for the access of a terminal to a service pointis generated, wherein the scheduling request contains the information of a user requesting the access of the terminal to the service point; a user group of which the sample quantity achieves a credible value is determined according to user groups which are constructed according to different aggregation levels on the basis of the user information, the user indicated by the user information belongsto the user group; service point information corresponding to the user group is obtained; and scheduling responding for the terminal is carried out according to the service point information corresponding to the user group. According to the service point access scheduling method and device of the invention, since the user groups are constructed according to the different aggregation levels, it canbe ensured that the user can be positioned to the user group of which the sample quantity achieves the credible value, namely the sample quantity is sufficient, and therefore, the service point information corresponding to the user group can be used for realizing the access scheduling of the terminal where the user is located, and optimal scheduling for the user can be realized; and since the user groups constructed according to the different aggregation levels exist, a user coverage rate can be greatly improved, and any user can achieve optimal scheduling.
