In the method, the base station can notify terminal equipment a resource pool by configuration informationof the resource pool, which aims at a basic pattern or available resources, resource configuration of the downlink measurement reference signal is implemented, and the resource configuration of the downlink measurement reference signal does not need to be notified to the terminal equipment by a conventional bitmap, and thus, cost for the resource configuration information of the downlink measurement reference signal is reduced.
