The communication control processing includes processing whereby switching of the antenna used for spatial multiplexing transmission between the ground station and the aerial base station, in a time period during which communication between the ground station and the aerial base station is possible, is suppressed to a greater extent in a first time period in which the degree of change over time in the channel capacity calculated in the capacity calculation processing is equal to or greater than a preset reference, than in a second time period other than the first time period, within the time period during which communication is possible.
