A micro short-needle arranging device and method using the same are disclosed. The micro short-needle arranging device includes: a box for accommodating a plurality of micro short-needles and the bottom of which being provided with at least one opening, at least one needle seat having a hollow structure through a first end and a second end of the at least one needle seat, where the first end of the at least one needle seat extends into an inside of the box through the at least one opening, and air extraction equipment corresponding to the second end of the at least one needle seat for providing a negative pressure to produce a force, by which the micro short-needle is sucked to stand on the first end of the at least one needle seat.
