An upper stopping rod is arrangedabove the plurality of warp tension control sheets. A lower stopping rod is arranged under the plurality of warp tension control sheets. A warp tension signal transmission line is taken out from the lower part of the warp tension control sheets, and is connected to a warp tension signal amplifier via the lower stopping rod. A signal identifier is disposed between the warp tension signal amplifierand an electronically controlled lifter, and is connected by a signal line. A warp lifting signal transmission line is taken out from the electronically controlled lifter, and is connected to the plurality of warp tension control sheets through the upper stopping rod. The device and the using method thereof can ensure the tightness uniformity of the warps in a fabric, avoids the slack and tight end streaky warps of a cloth surface, ensure the quality of the cloth surface, and has more advantages than a conventional dropper which just controls cracked ends.
