According to the cognitive frequency-agile radar waveform design method and device in the embodiment, sequential batch processing is performed on echo signals of a plurality of batches of emitted waveform signals to obtain the observation data, and according to the observation data, the initial values ofthe carrier frequency code words of the next batch of to-be-emitted waveform signals are iterated to obtain the carrier frequency code words of the next batch of to-be-emitted waveform signals. In this way, mutual interference among all target echoes can be effectively relieved, therefore, cognitive design of the frequency-agile radar waveform signals can be realized, and cognitive frequency-agileradar waveform design can be realized through sequential batch processing.
