The detection platform comprises an in-cylinder measurement and control system for acquiring combustion-related parameters of the cylinder of the diesel engine, a conventional measurement and control system for measuring conventional parameters of the diesel engine and an exhaust emission testing system for acquiring the exhaust gas of the diesel engine, wherein the in-cylinder measurement and control system comprises a sensor for acquiring in-cylinder combustion parameters and a combustion analyzer connected with the sensor; and the conventional measurement and control system comprisesa dynamometer connected with an engine and a measuring and controlling instrument connected with the dynamometer. The development method comprises steps: the combustion-related parameters of the cylinder of the diesel engine are acquired; the conventional parameters of the diesel engine and the exhaust gas of the diesel engine are measured; when exhaust emission does not reach non-road stage-III emission regulations, all acquired parameters are compared with an original engine, the explosion-proof diesel engine is improved according to a comparison result until the exhaust emission reaches thenon-road stage-III emission regulations, and then, the development is ended.
