A steel cable winds around the movable and static pulley block; and the two ends of the steel cable are connected with the hoisting mechanism. According to the invention, with the movable and static pulley block, the torque of the crossbar is reduced,the load of the traction servo motor is reduced, and the miniaturizing and energy-saving effects of the motor are realized. The extending amount of the shearing type horizontal pushing mechanism is decided by the rotation angle of a screw rod, so that the control becomes accurate and the centering of the vehicle position is realized.
