The abovementioned method includes determining a downlink control information transmission region configured for an MTC device, and generating control resource configuration information and issuing to the MTC device; determining an information detection capability of the MTC device in the downlink control information transmission region, the information detection capability representing whether the MTC device supports search of downlink control information from a target resource region; according to the information detection capability and a preset resource mapping mode, mapping target physical resources in the downlink control information transmission region, the target physical resources being used for carrying the downlink control information of the MTC device; and transmitting the downlink control information to the MTC device through the target physicalresources mapped in the downlink control information transmission region.
