A waterproof sealing surface is formed by matching the bottom module, the intermediate module and the top module which are formed by pouring the waterproof concrete and the waterprooflayers which coat between the bottom side plate and the intermediate side plate as well as between the intermediate side plate and the top side plate, so that water flow cannot enter the base body through slopes, and the probability of settlement of the base body is reduced.
