The physical device has a multi-core cpu, and each sub-firewall is independently bound with the cpu core, and processes among the sub-firewalls are operated independently. Each service sub-firewall is connected with the management sub-firewall, starts a process to process the service, and controls data packets of the service to enter and exit according to a preset security detection tree. The sub-firewalls are managed, and each service sub-firewall is managed through a heartbeat mechanism. When the CPU utilization rate of a certain service sub-firewall is monitored to be higher than a first threshold value, the process of the service sub-firewall is scheduled to the service sub-firewall with the CPU utilization rate being lower than a second threshold value for operation.
