The system comprises a plurality of detecting devices and a water quality monitoring server, wherein each detecting device comprises: a spectral sensor for detecting the water quality of a target water area, and a detection communication module for sending the detection data of the spectral sensor to the water quality monitoring server, the water quality monitoring server comprises: a service communication module for receiving the detection data sent by the plurality of detecting devices; and a processing module for determining whether the water quality of the target water area is abnormal according to the detection data received by the service communication module. By adopting the water quality monitoring system and method provided by the invention, a plurality of detecting devices can be densely deployed in the target water area, whereby the water quality monitoring server can utilize the detection data of the plurality of densely deployed detecting device to monitor the water quality of the target water area in real time.
