The device comprises a rotary device, a lifting device, a feeding device, a cutting device and a discharging device, wherein the rotary device comprises a rotary shaft and a first telescopic device arranged on the rotary shaft, the first telescopic device is provided with a working state of extending outwards to abut against an inner ring of a tire so as to fix the tire and a contraction state of retracting and releasing limiting on the tire; the lifting device comprises a bearing plate which is arranged around the rotary shaft and a second driving device which drives the bearing plate to move along an axis of the rotary shaft, and the bearing plate has a first position where the inner ring of the tire is aligned with the first telescopicdevice and a second position where the tire gets rid of interference of the rotary device in the movement process; and the feeding device comprises an action end for moving the tire to the bearing plate. According to the design, firstly, automatic feeding and automatic discharging can be realized, the labor is saved, the efficiency is improved, and the safety in the machining process is improved;and secondly, the waste tire is fixed by expanding the waste tire through the first telescopic device, and the device has high adaptability to the waste tires with different types and sizes.
