The device has a simple structure and is easy to install. The first fluid passage is formed by a gap between the annular magnet and the external magnetizer, and the radial magnetic path which is generated by the annular magnet and is perpendicular to the axial direction of the annular magnet is in the first fluid passage, and therefore, the radialmagnetic path has high magnetic field intensity and high magnetic field gradient. The flowing direction of fluid is perpendicular to the radial magnetic path, thus effectively avoiding a leakage magnetization phenomenon of a fluid medium and ensuring magnetization effect of the fluid.
