The configuration method comprises the steps that a base station divides a system resourcepool into at least one sub-resource pool according to the coverage range of the base station, sets an uplink transmission power range corresponding to each sub-resource pool, and broadcasts the configuration information of each sub-resource pool, wherein the difference between the maximum power and the minimum power corresponding to each uplink sending power range is smaller than a preset threshold value; the base station sets and broadcasts the range of the specified performance parameter corresponding to each sub-resource pool according to the principle that the terminals in the same area use the same sub-resource pool, wherein the performance parameter ranges corresponding to different sub-resource pools are different; and after the UE in the IDLE state receives the configuration information of the sub-resource pool and the performance parameter range corresponding to the sub-resource pool, the sub-resource pool which can be used by the UE is determined and monitored.
