The device comprises an input conversion unit, an intermediate direct current unit, a traction inverter unit, an auxiliary inverter unit, a bidirectional charger, a motor and a power storage device, wherein the input conversion unit is used for supplying power for the traction inverter unit and the auxiliary inverter unit; the intermediate direct current unit is used for storage and release of electric energy of a circuit; the traction inverter unit is used for supplying power for the auxiliary inverter unit; the auxiliary inverter unit is used for assisting a load for supplying power, supplying power for the bidirectional charger at the same time and providing excitation for the motor; the bidirectional charger is used for supplying power for the power storage device and providing input energy for the auxiliary inverter unit; the motor is used for assisting a load for supplying energy; and the power storage device is used for receiving the charging of the bidirectional charger and storing energy when the train runs normally or after a non-fire return intermediate voltage is established, wherein the in non-fire return establishment process, the output direct current voltage passes through the bidirectional charger to be inversely converted into an alternating current voltage to release energy.
