The method comprises the following steps: step 1, evaluating a health state through computer software according to historical data of roads, bridges or tunnels to be tested, and calculating a single health index and maintenance cost of each road, bridge or tunnel to be tested; step 2, conducting regression analysis on the single health indexes and the maintenance cost of the highway or the bridge or the tunnel through a regression analysis method by means of a computer, and calculating the maintenance cost corresponding to different health state indexes; step 3, calculating a state transition probability vector, and measuring and calculating health state indexes of a road, a bridge or a tunnel by utilizing a Markov model; and step 4, measuring and calculating the maintenance cost based on the health state indexes.
