The method comprises the following steps: step 1, evaluating a health state through computer software according to historical data of roads, bridges or tunnels to be tested, and calculating a single health index and maintenance cost of each road, bridge or tunnel to be tested; step 2, conducting regression analysis on the single health indexes and the maintenance cost of the highway or the bridge or the tunnel through a regression analysis method by means of a computer, and calculating the maintenance cost corresponding to different health state indexes; step 3, calculating a state transition probability vector, and measuring and calculating health state indexes of a road, a bridge or a tunnel by utilizing a Markov model; and step 4, measuring and calculating the maintenance cost based on the health state indexes. According to the invention, on the premise of greatly reducing manpower investment, the accuracy of road, bridge and tunnel health state and maintenance cost measurement and calculation can be greatly improved.
