Abstract

The present invention realizes a configuration wherein driver information and environment information are input and wherein a safety index value indicating whether or not a driver in autonomous driving is in a state where the driver is able to execute safe manual driving or a return-to-manual-driving enabling time is estimated. The present invention includes: a driver-information obtaining unit that obtains driver information of a mobile apparatus such as an automobile; an environment-information obtaining unit that obtains environment information of the mobile apparatus; and a safety discrimination unit to which the driver information and the environment information are input and that learns and calculates a safety index value indicating whether or not the driver in the mobile apparatus in autonomous driving is in a state where the driver is able to execute safe manual driving. The safety discrimination unit further estimates a return-to-manual-driving enabling time, which is the timebefore the driver in the mobile apparatus in autonomous driving becomes able to start safe manual driving.
