The method comprises the following steps: establishing an imaging plan for carrying out coverage imaging on the regional target by using a satellite set; calculating a set of independent orbit periods of all satellites; sorting elements in the set of independent orbit periods according to time, sequentially calculating the most effective coverage strip of each independent orbit period for regional target imaging, and removing the calculated independent orbit period from theset of independent orbit periods; planning a corresponding imaging task according to the most effective coverage strip of each independent orbit period, adding an instruction of the imaging task intoan instruction queue of a corresponding satellite, and waiting for annotation; updating the state parameters according to resources consumed by the satellite for executing the imaging task; and judging whether the regional target is completely covered or not, and if so, ending the coverage imaging of the regional target T.
