Supporting rods are fixedly arranged at the upper end and the lower end of the outer circle face of the rotating frame in an annular array manner correspondingly, fan blades are fixedly connected between the upper supporting rod and the lower supporting rod, a cylindrical cam capable of sliding up and down is arranged in thecam cavity, and the power generation shaft penetrates through the cylindrical cam up and down and is rotationally connected with the cylindrical cam.
