The method comprises steps of a two-dimensional drawing related to a target road being acquired; extracting a center line and a plurality of geometric polygons corresponding to the target road, wherein the geometric polygons are closed region blocks formed byany one or more of motor vehicle lanes, sidewalks and green belts in the road plan; extracting a plurality of stake mark point elevations on the center line, and generating a three-dimensional centerline model according to the center line and the stake mark point elevations; according to the position relationship between the three-dimensional center line model and each geometric polygon, determining feature points and elevations thereof in each geometric polygon; utilizing an interpolation method to calculate elevations of other end points except the feature points in each geometric polygon;and generating a pavement three-dimensional model corresponding to the target road according to the feature points with the determined elevations and the other end points.
