The system comprises a high-temperature gas supply module, a turbine, a compressor, a generator, a motor and a clutch. The method comprises the following steps that at the initial stage of starting the system for generating power by the high-temperature gas cooled reactor, the motor drivesthe compressor and the turbine through the clutch to drive gas in the system to circulate; with the increase of the critical and power of the high-temperature gas cooled reactor, the temperature of gas at an outlet of the high-temperature gas supply module is increased, and the gas at the outlet of the high-temperature gas supply module does work on the turbine; when the work done by the turbine is greater than the power of the motor, the clutch is disengaged, and the motor is stopped; and after the gas at the outlet of the high-temperature gas supply module does work in the turbine, the temperature and pressure are reduced, and the gas pressure is increased through the compressor, so that the circulation in the system can be continuously performed. In the system and the method, after high-temperature helium gas does work in a helium turbine, an external cold source is not required for cooling, and heat loss is avoided, so that the efficiency is far higher than that of a steam turbinegenerator set.
