The device comprises a storage box, a traction wheel and a cable, wherein a plurality of pulleys A are fixedly arranged in the storage box, a sliding plate is slidably arranged in the storage box, a plurality of pulleys B are fixedly arranged on the sliding plate, the pulleys A and the pulleys B are oppositely arranged, and the sliding plate can drive the pulleys B to move close to or away from the pulleys A; the traction wheel is arranged on one side of the storage box, and a threading hole A and a threading hole B are formed in the storage box; and the cable is wound on the traction wheel by one circle, one end of the cable penetrates through the threading hole A, bypasses the pulleys A and the pulleys B alternately and then penetrates out of the threading hole B, and the cable can freely slide in the threading hole A and is fixedly connected with the storage box at the threading hole B.
