The device comprises at least two fracturing grouting controllers which are sequentially connected in series through high-pressure fracturing pipe columns, and the high-pressure fracturing pipe columns between the fracturing grouting controllers are connected with safety opening devices in series; each fracturing grouting controller comprises an outer sleeve, a packing capsule, an inner sleeve, a pressure spring and a one-way blocking elastic piece; each outer sleeve is provided with a first opening and a second opening, and a valve seat is arranged in each outer sleeve; each packing capsule is arranged outside the corresponding outer sleeve in a sleeving mode and communicates with the corresponding first opening; each inner sleeve is slidably matched in the corresponding outer sleeve, each pressure spring is supported between the corresponding inner sleeve and the corresponding valve seat, each inner sleeve is provided with a third opening and a fourth opening, each third opening can be aligned with the corresponding first opening, each fourth opening can be aligned with the corresponding second opening, and a first ball seat is further arranged at the inner end of each inner sleeve; and each one-way blocking elastic piece is arranged on the inner side of the corresponding valve seat.
