A multi-stage pressure reduction small-flow regulating valve is formed by assembling a valve deck, a valve element, a sleeve and a valve seat on a valve body. A channel between the valve core and the valve seat has a certain taper, so that the outlet area of the channel is increased along with the increase of the opening degree of the valve core; a series of valve seat grooves distributed at intervals in the longitudinal direction are formed in the inner side wall, serving as one side wall of the channel, of the valve seat in the outlet direction of the channel and used for reducing the average pressure of fluid on the section perpendicular to the flowing direction of the fluid step by step. According to the embodiment, under the liquid working condition, when high-pressure-difference liquid passes through the channel between the valve element and the valve seat, the step-by-step pressure reduction effect can be generated, the pressure of each stage is higher than saturated vapor pressure, the cavitation phenomenon is avoided, meanwhile, the average flow speed of fluid is reduced, scouring of the high-pressure-difference liquid to the valve element and the valve seat is reduced, and the service life of the valve element and the valve seat is prolonged. The service life of the valve core is prolonged. When used under gas working conditions, the principle is similar to that under liquid working conditions, and noise is greatly reduced.
