An SEI-based video label labeling method and device belong to the field of video labels, and the method comprises the following steps: receiving a TS stream which is formed by coding a serial digital interface signal to form a coding frame and adding an SEI frame in front of the coding frame, and the SEI frame contains video label information; and reading the video tag information in the SEI frame, decoding the GOP where the video tag information in the TS stream is located when the video tag information meets the requirements of a user, recovering the serial digital interface signal, and not decoding the GOP of which the video tag information does not meet the requirements of the user. According to the method, the SEI frame adopts the original support of the information source coding standard, so that the added self-defined information does not have a compatibility problem, and the method has better universality.
