A controller according to the present disclosure is a controller for an adjuster that adjusts an input signal for pre-distortion compensation of an amplifier, and is provided with: a determiner that determines a target section corresponding to the power of the input signal from among a plurality of sections that are set; and a generator that generates a control signal. The adjuster is configured to adjust at least one of an amplitude and a phase of the input signal. The adjustment amount of at least one of the amplitude and the phase of the input signal is associated with each of the plurality of sections. The generator generates, as the control signal, a signal indicating the adjustment amount associated with the target section, and supplies the control signal to the adjuster.
