Each of the first waveguide coupler, the second waveguide coupler and the third waveguide coupler comprises two sections of parallel linear metal waveguides, a plurality of fixed sections are integrally connected between the two sections of linear metal waveguides, and coupling holes are formed between the adjacent fixed sections; a combiner is integrally connected between the second waveguide coupler and the third waveguide coupler, and the second waveguide coupler and the third waveguide coupler are respectively provided with an on-chip modulation chip.
