Abstract

A system and method are provided for providing video processing and enabling signal-to-noise ratio scalability. The device includes a first encoder and a second encoder. The first encoder encodes the image data using a first quantization step to output quantized discrete cosine transform coefficients of the first encoder. The second encoder encodes the input image data using a second quantization step to generate differences between the discrete cosine transform coefficients from the second encoder and the quantized discrete cosine transform coefficients of the first encoder.
