[0018] Referring to Fig. 1, there is shown a radio frequency communication system, such as a UMTS system, comprising a network represented by a base station BS and a plurality of user equipment (UE) or mobile stations MS1, MS2, MS3. A mobile station is able to roam within the radio frequency coverage area of a base station and maintain radio frequency communication through spread spectrum signaling on the downlink from the base station and the uplink from the mobile station. As is usually the case with spread spectrum signaling, several signals may be transmitted simultaneously, each signal having its own signature, or a spreading code selected from a set of signatures. Additionally, power control must be implemented to prevent weaker signals from being swamped by stronger signals. Thus, the base station can specify the maximum power that the mobile station can transmit on the uplink within the scope of the transmission parameters which it freely handles.
