A gear change mechanism of a secondary variable-speed starter comprises a first accelerating mechanism, and a secondary decelerating mechanism, wherein the first accelerating mechanism comprises a first variable-speed inner gear wheel, a first variable-speed planet gear wheel and a sun wheel gear connecting the secondary variable-speed mechanism. Inner teeth are formed at the big and small ends of the first variable-speed inner gear wheel, wherein the inner teeth of the small end are inserted into outer teeth produced by the front end of the rotor shaft of the starter; the inner gear wheel of the big end of the first variable-speed inner gear wheel drives the first variable-speed planet gear wheel; and the first planet gear wheel drives the sun gear wheel connected with the secondary variable-speed mechanism. The secondary decelerating mechanism comprises a planet gear wheel, an inner gear wheel, and a fixing tray of the planet gear wheel, wherein the planet gear wheel is driven by the sun gear wheel connected with the secondary variable-speed mechanism; the planet gear wheel rotates fixedly around the inner gear wheel and drives the fixing tray of the planet gear wheel to rotate, thereby outputting the rotating speed; and different reduction ratio parameters are set according to the property requirements of different types of starters. The mechanism has the advantages of large starting torque, short starting time, high efficiency, higher reliability and higher durability.
