This invention discloses a method for cutting multi-state video code in time space domains, including cutting a multimedia bit rate into a multi-state codes in the time and space domains; independently coding each sub-list and transmitting through a channel, respectively; independently processing prediction of each error concealing mode to the code transmitted by each channel and embedding the predicted result into the code to transmit; decoding the received code and selecting corresponding executable error concealing mode based on the predicted result, and processing corresponding error concealing to the wrong code, and combining each bit rate after the error concealing in the time domain and the space domain. This invention discloses a device for cutting multi-state video code in time space domains. The method and device of this invention is capable of selecting multiple error concealing modes to the wrong bit rate to process, recovering the wrong bit rate at each channel, avoiding bit rate loss and improving the video flux quality.
