The method comprises the steps as follows: the user equipment is registered in a second network, when the user equipment moves to the second network under the idle state, after being registered in a first network; and an ISR mechanism is started, and SGSN stops a periodical route update timer of the user equipment. The invention also discloses a corresponding device which stops a periodical update timer of the user equipment in a network element by a message mechanism, thus solving the problem that UE is untouchable in the SGSN under the IDLE state when ISR function is adopted between 3G and LTE-SAE, due to the operation of the periodical route update timer in 3G, and simultaneously no operation of a periodical tracing area update timer in an LET-SAE system.
