The antifreezing fluid in a water tank of the engine is delivered to a double-layer vacuum heat-preserving vessel through a pipeline of a miniature straight-flow pump pipeline; the double-layer vacuum heat-preserving vessel is arranged in an idle space around the internal combustion engine and is used for storing the heat energy from the antifreezing fluid in the running process of the internal combustion engine; and the miniature straight-flow pump is supplied with power from a battery jar of a motor vehicle, and the miniature straight-flow pump is connected with the double-layer vacuum heat-preserving vessel and the water tank through a pipeline. When the internal combustion engine stops working after working for a period of time, the antifreezing fluid in the water tank is introduced to the double-layer vacuum heat-preserving vessel through the straight-flow pump, and the waste heat is stored in the double-layer vacuum heat-preserving vessel to achieve the purpose of recycling the waste heat of the antifreezing fluid for the internal combustion engine; and when the internal combustion engine is started, the antifreezing fluid in the double-layer vacuum heat-preserving vessel is output to the water tank through the straight-flow pump, and the temperature of the internal combustion engine rises to achieve the purpose of reutilizing the waste heat.
