A base station sets positional information of a constant-scheduling region and a first-retransmission region and informs a terminal of the positional information; a sending end sends new sub-burst to the terminal in the constant-scheduling region; the sub-burst of last wireless frame unsuccessfully sent in the constant-scheduling region is retransmitted in the first-retransmission region; and the positional information is fixed in at least one scheduling region.
