The invention provides an image capturing device and image communication method which are applicable to video conference. The video conference is built between a local terminal and a remote terminal through network. The image capturing device comprises a processor, a video compressor, an encryption element and a data transmission interface, wherein the processor is used to process an original video signal to generate a first video signal and a second video signal; the video compressor is used to receive and compress the first video signal; the encryption element is used to encrypt the compressed first video signal; the data transmission interface is used to transmit the compressed and encrypted first video signal and the second video signal to the local terminal; and the first video signal is transmitted to the remote terminal through the local terminal and network and is fed back through the remote terminal, and the second video signal is displayed on the local terminal.
