The system comprises an access module, a management module, a service module, a data interface module and a kernel database. The method comprises the following steps of: firstly, accessing a front-end processor system portal through a network by a client; carrying out unified identity authentication on the client by the front-end processor system, if the client is an invalid user, denying the access, and if the client is a valid user, analyzing the loads and the communication of a client area and each service application platform to select an optimal service application platform for the client; then, sending the uniform resource locator (URL) of the sub-service application platform to the client, and directly accessing the sub-service application platform through the received URL by the client; carrying out identity authentication again on the client by the sub-service application platform; and if the client is an invalid user, denying the access, and if the client is a valid user, providing service for the client and simultaneously synchronizing the database in real time together with the front-end processor system by the sub-service application platform.
