In the process that a terminal obtains an IP address from a DHCP server, before the terminal sends a DHCP message to a base station, the base station distributes an upload bandwidth for the terminal in a preset priority level; and after the base station receives the DHCP message sent by the DHCP server, the base station sends a DHCP response message to the terminal in a preset priority level. The embodiment also discloses a corresponding device. The technical scheme in the embodiment is favorable for shortening DHCP time delay, increasing DHCP success rate and reducing the time for obtaining the IP of MS, and thus, the success rate for obtaining the IP of MS is increased, and the DHCO performance of the system is enhanced.
