The invention provides a quality of experience (QOE) index-based power distribution method and a quality index of user experience-based power distribution system. The method comprises that: a network performs power pre-distribution on all channels of a user according to a service rate required by the user; the network calculates a QOE index of the user in the channel according to the pre-distributed power of the channel, and obtains the regulated distributed power of the user in the channel after calculating a step value of the distributed power of the user in the channel according to the QOEindex; and the network distributes the regulated distributed power of the user in the channel to the channel of the user if the step value of the distributed power of the user in the channel is judged to be more than 0 and less than or equal to a preset threshold and the service rate obtained by the user corresponding to the regulated distributed power of the user in the channel is judged to be less than or equal to the service rate required by the user.
